Who we are & What we can do for you

Unclaimed Property is generally defined as any financial asset that has been left inactive by the owner for a period of time specified in the law, generally three (3) years. The California Unclaimed Property Law does NOT include real estate. Unused gift certificates are also generally excluded from unclaimed property and are not sent to the State as unclaimed property.

Mr. Palmer is admitted to the United States Supreme Court and appeared in Mission Ins. Co. v. Allstate, 517 U.S. 706 (1996). The case ultimately settled for full value owed to the policyholders and claimants.

Mr. Palmer routinely asserts the right of businesses and citizens against the state and federal governments. For example, Mr. Palmer litigates mandamus actions and requests government records of recalcitrant government officials and state agencies under both California Public Records Act (CPRA), Cal. Gov. Code §§ 6250, et seq., and the Freedom of Information Act (FOIA), 5 U.S.C. §§ 552, et seq.

In October 2017 Mr. Palmer was selected from among a pool of applicants to act as a Senior Consultant to the United Nations in the South Pacific where he was responsible for drafting laws among several island nations. In addition to this project and his work in Iraq, Mr. Palmer has appeared and represented California and United States before the Governments of Germany, France, the United Kingdom, Israel, Russia, and China.

Is California doing enough to find owners of 'unclaimed' funds before pocketing the money?

What our clients think of us

“It was my good fortune that Jack located you and associated you as my attorney in the case. Suddenly the world turned around. As if by magic, the alibis disappeared, the game playing ceased, the evasiveness of over 20 years came to an end and the case settled and I got my money. I value you not only as my attorney but as my friend.”

Honorable Judge James Kaddo

What our clients think of us

“I want to thank you for your determined efforts to achieve justice on the issue of Holocaust Era Claims...I appreciate your hard work on the behalf of those who suffered at the hands of the Nazis and their accomplices.”

Prime Minister of Israel, Benjamin Netanyahu

What our clients think of us

“In over twenty years of practice, I had never experienced the feeling of sheer strength and power as I did when you got involved in assisting me with the case I had pending… Amazingly, all it took was a single e-mail from you to the same deputy attorney general, who a few days before had blatantly denied my client’s claim and threatened with a motion to dismiss”

Jack Chammas, Esq.

What our clients think of us

“I wanted to thank you for providing me with the rewarding opportunity to assist you and most of all the victims of the Holocaust. I am not sure that the people of the State of California and all of the survivors across the United States and the world will ever know what you have done for them. It was in the beginning that you were the lone voice for this cause. You became the voice for these victims after fifty years. You went against the grain and the politics in order to bring recognition and justice to these Holocaust victims.”
